Wishes to invite you to submit a proposal for

the selection of PR Agency to assist the Ministry of Education in producing audio-visual, printed and digital communication materials on Vocational Education and Training (VET)

Important information

The reference VET Communication Campaign-2017 must be shown on the envelope containing the Technical Proposal and on the envelope containing the Financial Proposal, as well as on the outer packaging containing both envelopes.

The Proposals must be received at the above address by latest 16:00 on 8 February, 2017. Due to the nature of this RFP, there will be no public opening of proposals. Proposals received after the stipulated date and time will be invalidated.

All requests for formal clarification or queries on this RFP must be submitted in writing via e-mail at eu-vet-project-moldova@gopa.de. All questions must be received by latest 27 January, 2017. Please be informed that if the questions are of common interest, the answers will be shared with all potential RFP bidders.

 

RFP Response Format

Full proposals should be submitted in English and must be received in one original, duly signed and dated. Bidders (individual companies or consortium) must submit a sealed proposal, with two separate sealed envelopes inside for a) the Technical Proposal and b) the Financial Proposal. Sealed proposals must be securely closed in suitable envelopes. They must be clearly marked as follows:

·       Outer envelope: Name of company / consortium

A bid form (application) will be enclosed in the outer envelope (see Annex).

·       Inner envelope: Name of company/consortium - technical proposal

·       Inner envelope: Name of company/consortium - financial proposal

Proposals received in any other manner will be invalidated.

 

Proposal Evaluation

After the opening, each proposal will be assessed first on its technical merits and subsequently on its price. The proposal with the best overall value, composed of technical merit and price, will be recommended for approval. EU-VET Project will set up an evaluation panel.

The proposals will be evaluated against the following:                                                                       

 Technical Evaluation Criteria – 70 points                                                                   

Only proposals which receive a minimum of 50 points will be considered further.

 

Financial Proposal – 30 points                                                                                    

 

The currency of the proposal shall be in EUROs. All prices quoted must be exclusive of VAT as EU-VET Project is a tax-exempt organization.

 

Property of EU-VET Project

This RFP, along with any responses there, shall be considered the property of EU-VET Project and the proposals will not be returned to their originators. In submitting this proposal the bidder will accept the decision of EU-VET Project as to whether the proposal meets the requirements stated in this RFP.

 

Validity

Proposal must be valid for a minimum of ninety (90) days from the date of opening of this RFP and must be signed by all candidates included in the submission.

 

Full Right to Use and Sell

The bidder warrants that it has not and shall not enter into any agreement or arrangement that restrains or restricts EU-VET Project or the recipient Governments rights to use, sell, dispose of or, otherwise, deal with any item that may be acquired under any resulting Contract.

 

Signature of Contract

1.      Notification of award

The successful bidder will be informed in writing that its tender has been accepted.

The other bidders will, at the same time as the notification of award is submitted, be informed that their tenders were not retained, by electronic means     

 

2.      Signature of the contract

Within 15 days of receipt of the contract already signed by the Contracting Authority, the selected tenderer shall sign and date the contract and return it to the Contracting Authority.
